This is the decoded portion of the letter to the CIA. This is a true story of how I tracked down Osama Bin Laden, solved the murder of President Kennedy, and John Lennon, as well as discovered weapons designed in music by changing musical notes to quantum physics. The oldest known copy of the Instructions of Shuruppak is the Abu Salabikh Tablet found at Abu Salabikh, near near the site of ancient Nippur in Central Babylonia (now southern Iraq). It marks the site of a small Sumerian city of the mid third millennium BCE.
Abu Salabikh was excavated by an American expedition from the Oriental Institute of Chicago in 1963 and 1965, and was a British concern for the British School of Archaeology in Iraq (1975–89), after which excavations were suspended with the Iraqi invasion of Kuwait in 1990.
"The city, built on a rectilinear plan in Early Uruk times, revealed a small but important repertory of cuneiform texts on some 500 tablets, of which the originals were stored in the Iraq Museum, Baghdad, and were largely lost when the museum was looted in the early stages of the Second Iraq War.

At the end of the 14th century, some composers arranged their music into recognizable shapes on the page. They followed an ancient literary practice, where the words of poetry or prose were written out in fanciful patterns. Baude Cordier relied on music and lyrics alone to shape a heart, and express the theme of his rondeau "Belle, Bonne, Sage". Cordier (whose very name comes from the French word for 'heart') offered the song to his lady, along with his heart. To reinforce the sentiment, the word 'heart' (in the second line) was replaced with its picture, drawn in red outline. The device is a rebus, common enough in children's books, and Leonardo da Vinci penned a page or two. He occasionally used musical notes on a stave, for their solfa syllables to be placed in words: Josquin reversed the process to construct a tune from Ercole's title.
Cordier's heart is a treat, no more necessary to performance than Dossi's circle and triangle. But some notes are coloured red for technical reasons, to indicate complex changes in note values. Red might shorten each note by a third, or lengthen it by half, depending on the context. Coloration changed the rhythm of a written passage, and syncopation or triplets were common results. Timing was colour-coded, to accommodate the subtle refinements of some late 14th-century music. As musical tastes became simpler, and notation improved, the coding was abandoned. By 1502, Josquin's "Agnus Dei II" could indicate complex timings with black figures only, and Dossi's triangular version follows the imperative of its form. Not so Cordier's heart, where music takes shape from the lyrical theme. Still, the dependence of shape on content, whether that of music or words, is still intimate and rare.

STRATUS IVY - and a smattering of other NSA/USAF/Army, contractor-run (Raytheon/SAIC/L-3), and Army SIGINT outfits are run out of Garland. Some are funded; others are funded via Dept of Education/State/Interior.
I worked for LTCOL Shaffer while attached to a DIA HUMINT unit that focused on JSOC support in Afghanistan/Pakistan/Uzbekistan. DHT's (Deployable HUMINT Teams) "plugged into" JSOC forces and supported the shooters with SATCOM links to the anaylsts back in Garland. Intel was fed/translated in real time and fed back to the ops/CI guys that DIA had sent.
I will say that STERLING RAPPORT (the JSOC HUMINT unit) used Garland extensively as a data clearing house so they wouldn't have to utilize/waste time with CIA pukes. NRO is the overall "funder". The rest of the money comes from the aforementioned places (State, Interior) among others (Coast Guard, ICE).
But - STRATUS IVY was one of three special access programs that provided classified and open source intel to SOCOM/JSOC shootes in support of OEF.
I have since moved on to greener fields within DIA, but I'm sure Garland is what it was in 2000 - 2002: the epicenter of black comms/surveillance projects. Most people would assume Boston, DC, suburban Virginia/West Virginia...nope.

The European patent office has issued a Notice of Intent to grant the Pons-Fleischmann patent for cold fusion. Filed by the University of Utah in 1989, this cold fusion patent (and over 200 others) has been denied by the U.S. patent office. Japanese MITI Increases Cold Fusion Commitment

The oldest known copy of the Instructions of Shuruppak is the Abu Salabikh Tablet found at Abu Salabikh, near near the site of ancient Nippur in Central Babylonia (now southern Iraq). It marks the site of a small Sumerian city of the mid third millennium BCE.

The string's length is the product of 11 prime numbers. The 1's and 0's when organized as a square of specific dimensions form a rasterized circle.
The extraterrestrials suggest that this is an unmistakably intelligent artifact, an artist's signature, woven into the fabric of space. It is another Message, one from the universe's creator. Yet the extraterrestrials are just as ignorant to its meaning as Ellie, as it could be still some sort of a statistical anomaly. They also make reference to older artifacts built from space time itself (namely the wormhole transit system) abandoned by a prior civilization. A line in the book suggests that the image is a foretaste of deeper marvels hidden even farther within Pi. In February 2003 an audiotape purportedly from Osama bin Laden called President Bush "stupid" and claimed American war plans against Iraq were part of a plot to attack Muslim nations in the Middle East and North Africa. The United States' goal in waging war against Iraq is to change the regional map to benefit Israel, according to the raspy voice said to be bin Laden. "It is clear that the preparations to attack Iraq are part of a series of attacks prepared for nations of the region including Syria, Iran, Egypt and Sudan," the voice said. "The aim of the Crusaders' campaign is to prepare the atmosphere for the establishment of the so-called greater Israel state, which includes great parts of Iraq, Egypt, Syria, Jordan and large portions of (Saudi Arabia)," it said.
This conception of a Greater Israel encompassing much of the Middle East is evidently a pervasive element of popular culture in the region, and it is easy to understand how this would be taken up by bin Laden and other propgandists. Yes, while I solve major crime and take major criminals off the streets, some corrupt local police and city officials, out to stop me have been intentionally trying to sabotage my financially poor family! On a nearly daily basis I have low flying military aircraft and helicopter's flying over my house. In addition to hearing the noise of sonar sounds. As I researched to find the exact noise I always hear in my ears I discovered a Hertz decibel claimed by Harvard biochemist that destroys viruses and repairs DNA! Hertz 528. However, there are many Hertz signals used my military that drive people crazy and cause great harm. Hitler was the first to use them.
I decided to do a small investigation while in Green Oaks Hospital, and I found that the same people from Garland Texas were going to Green Oaks at the same time every year and they also heard these same tones in their head! I reported this on the Dallas Texas FBI tip line!
